Would personnel GFCI (UL943, Class A) protection be required for a three phase, 20A up to to 60A, ungrounded (no intentional connection of the system to ground) 240VAC delta circuit? These circuits use IEC (UL1682) type pin & sleeve receptacles, plugs, connectors and inlets for commercial and industrial applications. Most are used for portable equipment in the food and beverage industry.

Lets look at the requirements found in the 2017 NEC to better understand the rules.
210.8(B) Other Than Dwelling Units. All single-phase receptacles rated 150 volts to ground or less, 50 amperes or less and three phase receptacles rated 150 volts to ground or less, 100 amperes or less installed in the following locations shall have ground-fault circuit-interrupter protection for personnel.
So based on your question....the Delta part is moot......If the 3-phase application is 100A or less then the receptacle (as it is defined) would have to be GFCI protected. However, this would apply to the aspects of 210.8(B) of course and if those "commercial and industrial" applications fall under the 210.8(B) specifications then it would apply but only under 210.8(B). If the portable equipment is located in the locations described in 210.8(B) then I would think the rule as written would apply.
